My dog Need's your potty training help?

My 1 year old pom still needs help with his potty training. sometimes he won't go on the paper, or outside even when rewarded with a treat. How do I teach him to go just on the paper, or outside so he dosen't pee all over the house? Please help, because Im at a loss. Thanks so much!!

1st make sure the paper is always in the same place,and a place that can be locked( ex:balcony tht could be locked and peper all over,bathroom...) 2nd,whenevr he does anything indoors,make him smell what he has done(directly after he does it) and take him and put him on the paper and lock him there for about half an hour...no matter how much he cries dt give in...make him feel isolated and keep doing that until he learns...needs lots of patience and repetition
