how do i train my dog to stop trying to hurt people by almost jumping

the gate? and to calm him down? when ever someone passes by my house my dog follows them them jumps on my gate and barks and i am afraid he might bite someone can some body please help me?!!!

i suggest that whenever hes outside to tie him on a long leach but one that would not allow him to jump the gate but still be able not to feel its presence...this way whenever he tries to jump on the gate,he gets pulled/pushed backwards...after a while hell be conditioned to no longer jump....
