Is it bad to use an electric "shock" device to train my dog?

We are interested in training our dog, themost recent trainer we have met uses a small device that gives a small electric shock to the dog? Is this common?

as far as i know this is the last resort trainers go to...when ur dog has already grown and has a stubborn head and habits noone can break but it is definetely NOT how training starts...if ur trainer says he starts with this device,take ur dog somewhere else and fast
