i have an 8 month miniature poodle and he urinates and poops all over =). i've been using those pads for about a month now but he never relieves himself there. what should i do?

u shouldn't encourage your dog to go in side make it go outside.
here is what u should do get ya dad or some one to fence of an area near a tree where u want it to go then take it there every single time it wakes up from a nap, eats, drinks, goes for a walk, and plays and every 2 to 3 hours and leave him in there till he goes DON"T take him out till he does once he dose do it PRAISE him for being a good boy with a treat or just a nice pat if he DOESN'T"T go in 10 Min's or so take him out then try again 10 Min's later if he goes inside DON"T YELL at him he DOESN'T"T NO right from wrong but u do if u catch him in the act make a loud noise pick him up and take him to the spot and give him the command toilet or whatever u want and all ways reward the good ignore the bad behaviour.

What were you using until a month ago?
Your dog won't miraculously relieve himself on the pads unless he has been taught to.
Which means you have to supervize ALL THE TIME, so he gets immediate feedback letting him know when he gets it right or wrong.
He should not be running loose all over the place if it is an opportunity for him to go to the bathroom wherever he wants. Keep him crated whenever you are not there to supervize. Whenever he is out, keep an eye on him at all time. As soon as he crouches to relieve himself on the wrong spot, say "NO!", pick him up & place him on the pad. At some point, if you are consistent, he'll figure it out.
Another method for indoor training is to use newspapers. When you cannot supervise, restrain him in one room (kitchen is usually best, because he will have lots of company, and the floor is usually most washable). Cover the ENTIRE area with newspaper. To train him to go in one specific area, whenever you clean up, keep one of the wet papers, and place it where you want him to go, with a dry sheet on top. The smell will compel him to go to that particular spot. Every couple of days, reduce the size of the papered area. Start by removing papers from areas where he has never gone. Eventually, he should be going in the same spot all the time. With this method, when you are able to supervize you can let him elsewhere in the house, but again, pick him up & place him on the correct spot every time you catch him in the act of going in the wrong place.
