Sticky puppies?

I raise English Bulldog Puppies and have never had this problem before. The litter I am raising now feels sticky all over. I bathe them and within 24 hours they feel sticky all over again. I asked our vet and he thought it was urine. I had to disagree with him since I keep their play area and bedding scrupulusly clean. Has anyone else ever had this problem. I've had lots of Bullie puppies and this is the first time I have seen this.
The puppies are 8 weeks old now but this has been a problem since about 5 weeks of age. Any suggestions will be appreciated. Thanks.
